The Formula:
=IF(DAY(A1)>15,VALUE(YEAR(A1)&TEXT(MONTH(A1)*2,"00")),VALUE(YEAR(A1)&TEXT(MONTH(A1)*2-1,"00")))
Note:
A1 is the cell contains the camp
